Preconditions for the evacuation
After World War II, Libya came under the control of the United Kingdom and the United States. In 1951, Libya declared its independence, but foreign military bases, including the American Wheelus Air Base, continued to operate in the country.
In 1969, Muammar Gaddafi came to power as a result of a coup. The new regime opposed the foreign military presence and demanded the withdrawal of all foreign troops. After long negotiations, the United States agreed to transfer Wheelus Air Base to Libya, which occurred on June 11, 1970.
