On December 10, 1949 the order of the Minister of Internal Affairs of the USSR "About the organization of the commission on acceptance of station constructions of Automatic telephone exchange of the Ministry of Internal Affairs of the USSR" was signed. This day is considered day of creation of a communication service in system of the Ministry of Internal Affairs of Russia and it is celebrated since 1999.
